NOAALink 8(a) is a 10-year, Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) indefinite delivery/indefinite quantity (IDIQ) program with a program ceiling of $300 million. NOAALink focuses both on the enterprise and the service area requirements for IT products and services. The initiative leverages the potential of a total, interdependent system of NOAA Capabilities, based upon five foundational pillars:

1. Build Strategic Alignment,
2. Develop IT Capabilities,
3. Leverage Resources,
4. Strengthen Strategic Partnerships, and
5. Organize for Continuous Improvement and Innovation

These pillars provide the foundation for the five management components areas for which strategic and enterprise-level IT services can be acquired:

1. Strategic Management,
2. Customer Care,
3. Infrastructure Management,
4. Business Management, and
5. Information Security and Risk Management

The purpose of these component areas is to establish a standard framework for meeting NOAA’s mission needs.
